I like the skill, there is nothing wrong with 10% or 25% chance or a HUGE amount of damage! It makes teamspeak all the more interesting when you hear BOOM HEAD SHOT!

Apart from the fun aspect the only use I could put the skill to would be boss farming for people without the ability to use decent farming builds

I am assuming here a bow this skill and lots of dodge and run.

Fire is it dead NO ok run and come back.

Eventually you would kill off anything

It would take you average 80 seconds to kill single target.

Bleeding degen would probably kill it before you get 10% to trigger.

Alright - when you have your typical monk bar, how often do you use the skills you brought? If you're a good monk, you constructed a good build and will frequently use most if not all the skills on your bar.

Imagine if [word of healing] was "heal for 60, 10% chance of 225 heal". No smart player would bring that. Now ramp up the heal to "heal for 60, 10% chance of 700 heal". You still wouldn't bring it, because while it's so unreliable. If you wanted a 500+ heal you'd bring [infuse health], because at least it's reliable, despite the whole 50% deal.

With only 8 skills to bring, bar compression is crucial.
Actually if you want a monk version of Sniper try something like:
Anti-sniper Support
10/1/15
unlinked 90 heal - any primary/secondary can use it
removes a condition
requires no attribute investment
10-25% chance of rezzing a number of dead allies in earshot with full energy/hp

Because this is something that an insta-kill skill comes close to when talking about monkies.

Or if we bring it close to a PvP damage skill:
Sniper Burn (a play on E-Burn)
10/1/15
does 90 damage (non-armor ignoring though - which means cracked armor influences it)
requires no attribute investment
unlinked
10-25% chance of an insta-kill

Ohh and did I mention that only the players, the creatures in PvE that are actually semi-smart can use it?

And what's even MORE shocking is that there are better skills in PvE to use.
So why was Ursan nerfed once again?

It's fun - and this is what A.Net obviously wants PvE to be.
So can this finally be the end of ALL "balance in PvE" threads?

Its completely uncomparable to monk healing skills. A skill that provides a random defense is USELESS, because if so you can't rely on it to keep people alive. A randomized damage skill, on the other hand, can work just fine in PvE, particularly when the skill will still do an unconditional 240 damage if it lasts the time, which it will if you throw it on an off target. Toss in the fact that its unlinked, and its about where I think most of the other pve skills should be in power level.
